We had MicroStation on a company laptop. We have deleted it since and downloaded and installed it on a desktop using the same log in credentials.
Would this affect the billing on the license as the IP is different?

No, for users of our hosted SELECTserver or CONNECT Licensing that do not have an Enterprise License Subscription, MicroStation usage is counted by the number of unique machines using the product in the same 10-minute interval. For Enterprise License Subscription users, usage is counted by the number of unique machines using the product in the same day instead.
