EVD Effective Date--What is it?

Hi,

On my Earned Value Discount Score Card (https://reporting.bentley.com/evd), there is an EVD Effective Date.

What is this date, and how does it apply the the Earned Value Discount?

    EVD Effective date is the Contract Renewal’s date. All users who have qualified for EVD (means they have completed the user registration and sign in process) are eligible for the EVD in their next renewal cycle.

    Example: If a user’s contract is due for renewal on 31.03.2020 the EVD effective date would be 31.03.2020 and we will check if they are eligible for EVD or not. If yes, the eligible EVD will be incorporated in their Renewal Account Summary (Renewal Quotation) for next year contract renewal wef: 01.04.2020 to 31.03.2021.

    That makes sense to me.  The EVD discount that we qualify for on the "Effect Date" should be what we get for that renewal period. 

    As you see above, my effective date is May 7, 2020.  On March 12, 2020 I was sent a renewal quote, which showed a 2.2% discount.  When I looked at the EVD site that day, I saw that the web page showed that we had earned a 2.6% discount.  And then you can see that when I took the screen shot for this question, we were up to 2.7%.  What will our final bill be based on?

    Why do I need to talk to my Bentley Account Manager?  This should be a generic question.  The fact that you are now back-stepping on you original response and that I need a one-on-one conversation, indicates that there is a continuation of contractual problems with Bentley's philosophy.   The contract and expected compensation has to be understood by both parties for the contract to be valid.  There have been multiple instances where Bentley is not fulfilling their side of this:

    1) Microstation V8i (non CE licensing)--The public statements say any usage under 10 minutes is not counted.  Microstation V8i (SS3) reports 10 minutes usage, even when it is opened for less than 10 minutes.  No where does Bentley make it clear that companies will be charged for usages less than 10 minutes.

    2) Bentley want to charge for any 10 minute overage usage during a billing period, but they do not provide access to the exact times that the software was opened or closed.

    3) Bentley does not make it clear who is authorized to change the contract.  If the company has a contract for X license for $X per year, that is a set contract (understanding) between the company and Bentley.  Somehow Bentley then allows any user to change that contract by causing an overage.  (Yes, I do know about the current Connect Licensing options, but you still can not have off-line usage and prevent overages.)

    4) Bentley makes a big deal about the EVD and publishes an "EVD Effective Date".  When it comes to the numbers on my bill, I should be able to verify that and I should be able to know when and where that number is coming from.  This should also be public information--it's been publicly advertised that if we do all this work to upgrade, that we will get this discount, so it should also be public information on how this discount is determined--including the effective date.

    In all these cases, Bentley can come up with a magical number to bill the client for.  Bentley does not provide the proper information to predict or verify their numbers.  Instead, Bentley advertises everything as "benefit" to the users, and the users get stuck with arguing about bills that are benefiting Bentley.

    Coincidentally (or maybe not), our effective date has changed during this conversation.  Today it reports:

    So, as a generic question that applies to all companies, how can we tell which date this EVD is going to be based on?  It appears that it should be based upon the effective date, which is what was implied above (" the EVD effective date would be 31.03.2020 and we will check if they are eligible for EVD or not.")   Otherwise, Bentley can pick which ever random date that they want (such as 1/1/1990) and deny the discount that they have been advertising all year!

    What I'm looking for is clarity and accountability from Bentley.
