Entitlement Management Questions

Hello Bentley Community,

After limited testing and searching (with no definitive conclusions), I have hopes of finding answers (from people who are much smarter than me; here) to the following Entitlement Management questions:

1. What is the Priority Order (of application, if you will) of Entitlement Settings (i.e. Applications and Services)? For example: If I assign a User to an Entitlement Group, will the Group Settings take precedence (if no User-specific Applications and Services settings have been set/defined)? More to the point, does it go like this: Desktop Application Portfolio (Company-Level) < Group < User?
   • i.e. User settings override Group settings, which override "Company-Level" settings.
2. If a change is made to a User or Group (i.e. Adding or removing an Entitlement), how much time must expire before the change goes into effect?
   • In testing, I have confirmed that it is not immediate (it took many, many minutes; tested late one evening and then the following morning).
