We are looking to be able to open DWG files created in AutoCAD 2020+ and from what I have found When I install Microstation PowerDraft Connect Edition this is working. One problem is that it doesn't seem to want to activate... Looking at out licencing we pay for:
MicroStation PowerDraft SELECT Sub
Would we need to upgrade these licenses?

Yes, you probably will. CONNECT products use the new Enterprise License Solution (or whatever it is called) and they will not connect to a Select license server. I believe it is just a matter of having whomever is your site administrator contact Bentley to have a Select license converted to an Enterprise license. There's more to it than that, but I don't believe it costs anything more than a few emails.
You will need to upgrade all your licenses soon enough - Bentley is "unsupporting" the Select license server at the end of the year.

Honestly, I have no idea how migration from SELECT licenses to SES has been done, but I guess when there is valid SELECT (OpenAccess) agreement, the same licenses should be available as SELECT server and SES.

Thanks, I logged in there and was able to see the licensing (Looks like we have a hosted server under selectserver.bentley.com) so I will wait for the sales department to reply on the options to get the new licensing.

This information does not tell anything whether SES licenses are available or not. When you check licensing (License Management), the information relevant to SELECT server licensing are reported only!
I recommend to study (pretty good) wiki about licenses management and differences between SELECT server and SES licensing.

From what you wrote, there is still no confirmation whether it's available or not ... but I have to admit I am not licensing expert.
To check whether PowerDraft CE license is available for you, you have to check (as I wrote already earlier) whether you exists as a user with proper role(s) and privileges and whether the license is available in Entitlements (not in SELECTserver report(s)).
