Test Connection works fine, but there is no product list in the upper window of License Checkout Tab. As a consequence STAAD and other IEG products cannot checkout licenses, and it is not possible to do it manually as well.
If you have the Microsoft Threat Management Gateway firewall client installed on the PC it may be corrupting (blocking) the traffic between the License Management Tool and SELECTserver. Configure the Microsoft Threat Management Gateway to not scan the traffic going to selectserver.bentley.com. Also, enabling HTTPS in the License Management Tool fixes it too.
