**NOTE**This solution is specific to the 08.11.XX.XX versions. If your SELECTserver version is one prior to the 08.11.07.XX releases I strongly recommend that you upgrade the SELECTserver. You are more than eight versions behind thecurrent release and you would greatly benefit from upgrading the application.
Upon opening the SELECTserver Administration page, a message displays informing that the SELECTserver usage logs have not been transmitted. As a result the SELECTserver is left in a disabled state, and the only options along the left hand side links are "Request/Update License File" and "Transmit Usage Logs".
The resolution depends on your actual SELECTServer configuration. It will be done one of two ways.
1) SELECTserver is configured for automatic usage log processing and delivery.2) The SELECTserver is configured for manual usage log processing and delivery.
If you were set for Automatic usage log delivery please take the following steps
There are a few SELECTserver Tasks. We are concerned with the Usage Log Processing, Usage Log Posting, and Data Update Service tasks.
Using the associated "RUN NOW" soft button to the right of each service task run the Usage Log Processing task.
NOTE: The STATE of the task will change from "IDLE -yellow" to "RUNNING -green". Allow the task to complete its processing. The page display is dynamic so you will be able to see the status change back to "IDLE -yellow" when it is done.
You will need to complete this action for all three tasks in this order.
Usage LogProcessing Usage Log Posting Data Update Service
Upon completion the "Last Run Results" should read "Success" and all of the links down the left-hand side of the Administration Site page should be active.
If you are setup for a manual usage log delivery process please take the following steps
Upon completion the "Last Run Results" should read "Success".
NOTE: If you were configured for Manual Usage Transmission all of your links will “not” be active but you will now have "LOGS" to process. Remember the error was Zero (0) Logs to Process. Now you do have logs to process. You can implement your normal procedure to complete that task. At the completion of that process all of your links will be active.
Go to the ADMINISTRATION > TRANSMIT USAGE LOGS link and follow the instructions from there
1. Open the system services (start>run>services.msc)
2. Locate the Bentley SELECTserver service, right click on it, and select properties.
3. Select the recovery tab from the tabs across the top.
4. Set the value for the first failure, second failure and subsequent failures to "restart the service."
5. Set the value for "Restart service after" to how ever long you think the machine takes to reboot. Generally 4-5 minutes is a good number.

For the section under "SOLUTION 2: Reseting the Database Time Format",
....instead of using the specified "INSERT" sql statements, we had to use "UPDATE" commands, as the records already exist for "SS_RunTime_UsageLogProcessingService" and "SS_RunTime_UsageLogPostingService".
I had this issue on 8/30/2010. BSS admin console error message stated: "SELECT Server's usage logs have not been transmitted in the timeframe required. All client application license requests will fail until the usage logs have been transmitted. There are 0 log entries to be sent. Logs were last transmitted on 4/28/2010 12:00:00 AM "
