Upon opening the SELECTserver Administration page, a message displays informing that the SELECTserver usage logs have not been transmitted. As a result the SELECTserver is left in a disabled state, and the only options along the left hand side links are "Manage Services" and "Transmit Usage Logs".
In order to resolve the error message, choose "Transmit Usage Logs" and follow the 4 steps.
When choosing step 1 you may receive the following error message: 0 LOGS FOUND TO PROCESS

If this message appears, it is most likely a result of the SELECTserver Serial Number and Server Activation Key being entered incorrectly. The other possibility could have to do with Proxy Server Settings not being correct (Proxy Servers are not required by Bentley, however if the network where SELECTserver is installed requires Proxy Settings, then this information will need to be entered).
The following are solutions to resolve the 0 logs to be processed error:
A new database can be created using the SELECTserver Database Setup Tool found within the Windows Start Menu under Programs, SELECTserver, and then SELECTserver Database Utility/Setup.
(NOTE: Creating a new database will result in the loss of current settings set within SELECTserver as well as all existing usage reports. Please use discretion before creating a new database.)
Once this page displays, choose the "NEW" Button on the upper right hand side and create a new database name. Once the new name is created choose Ok and then Ok again on the lower right hand side of the page. This will create the backup database. Once the backup database is complete a new window will appear asking if you would like to open the SELECTserver Administration Page.
Before opening the SELECTserver Administration Page, choose the Windows Start button then choose Run. Type in IISRESET and choose ok. A Command Prompt will appear and then disappear after a few moments. Once this has disappeared you may proceed with opening the SELECTserver Administration Page.
The SELECTserver Administration Page will open slowly and will then display the Post Installation Configuration. The first step will ask for your SELECTserver Serial Number and Server Activation Key to be entered.
This information can be confirmed by going to http://appsnet.bentley.com/licensing/ . Once here choose "VIEW" under SELECTserver(s) followed by "MANAGE", once here enter your email address and an email will be sent to you with your SELECTserver licensing credentials. The Server Activation Key is Case Sensitive, and should be entered without any additional spaces, before, within, or after the key. Once this information is confirmed the next step is the Proxy Settings (this step only applies if a Proxy Server is being used for communications). Proxy Settings can also result in the 0 Logs to be processed message. If Proxy settings have been altered they will need to be adjusted at this screen. (NOTE: All information set within the Post Installation Configuration can be adjusted using the Server Settings link within the SELECTserver Administration Page.)

Once the Server Activation Key and Proxy Settings are correct follow the remaining steps and you should be prompted to start the SELECTserver Service. Once the Server is started the page should be active and licenses will once again be granted to the client machines.
If creating a new database is not an option, the SELECTserver can be corrected through either a Command Prompt or by using the SQL Express Studio Management Console. If using SQL Express Studio Management the following will fix the problem.
1. Open the Console and Locate the Database which SELECTserver is using. 2. One the Database if located, right click it and choose "NEW QUERY" 3. Once here you can disable the manual logs transmittal by typing the following: update ss_Configuration set KeyValue='False' where KeyName='SS_EnableManualLogTransmitting' Then highlight the line and choose "F5" make sure this is FALSE (NOTE: If not urgent this will fix the message within SELECTserver the next time it tries posting the usage logs (usually 12:00 AM) If this is urgent, this step can be expedited by adjusting the Log Processing Time by entering the next line. INSERT INTO ss_Configuration (KeyName, KeyValue) VALUES ('SS_RunTime_UsageLogProcessingService', '11:00:00') 4. Change the time to 1 minute past the current time (ie if it is 2:00 set the time to ‘02:01:00') 5. Once this adjustment has been made enter the next line for the posting: INSERT INTO ss_Configuration (KeyName, KeyValue) VALUES ('SS_RunTime_UsageLogPostingService', '11:00:00') 6. Change the time to 5 minute past the current time (i.e. if it is 2:00 set the time to ‘02:05:00') 7. Once this is done you must restart the Bentley SELECTserver Service within your Windows Services page (Start>Control Panel>Administrative Tools>Services) 8. After the service has been restarted, you must reset IIS. You can do this by choosing (Start>Run>enter IISRESET> then hit OK.
update ss_Configuration set KeyValue='False' where KeyName='SS_EnableManualLogTransmitting'
Then highlight the line and choose "F5" make sure this is FALSE
(NOTE: If not urgent this will fix the message within SELECTserver the next time it tries posting the usage logs (usually 12:00 AM)
If this is urgent, this step can be expedited by adjusting the Log Processing Time by entering the next line.

4. Change the time to 1 minute past the current time (ie if it is 2:00 set the time to ‘02:01:00')
5. Once this adjustment has been made enter the next line for the posting:
INSERT INTO ss_Configuration (KeyName, KeyValue) VALUES ('SS_RunTime_UsageLogPostingService', '11:00:00')
6. Change the time to 5 minute past the current time (i.e. if it is 2:00 set the time to ‘02:05:00')
7. Once this is done you must restart the Bentley SELECTserver Service within your Windows Services page (Start>Control Panel>Administrative Tools>Services)
8. After the service has been restarted, you must reset IIS. You can do this by choosing (Start>Run>enter IISRESET> then hit OK.
If using a CMD prompt, enter the following CMD:
osql -S MyServerName -U user -P password -Q "BACKUP DATABASE [Database Name] TO DISK = N'c:\SSXM_DB_BACKUP.bak' WITH NOFORMAT, INIT, NAME = N'[Full Backup]', SKIP, NOREWIND, NOUNLOAD, STATS = 10"
Once at this location within the CMD Prompt, Enter the same commands that would be entered using SQL Express Studio Management Console.
(NOTE: Using a CMD Prompt will require the user name and password for the Database. If this information is unknown, the only option for correcting the Usage Log Error is Solution 1 [creating a new database])
1. Open the system services (start>run>services.msc)
2. Locate the Bentley SELECT Server service, right click on it, and select properties.
3. Select the recovery tab from the tabs across the top.
4. Set the value for the first failure, second failure and subsequent failures to "restart the service."
5. Set the value for "Restart service after" to how ever long you think the machine takes to reboot. Generally 4-5 minutes is a good number.
