From before MicroStation was a product, there was a DGN file format that remained compatible until V8's release.
Does than mean we are still only using only the second version of MicroStation?

'Most' is not 'none': so we can conclude that some new tools are of use to you. Unless you contract a software developer to work exclusively for you, it's a reasonable expectation that some, but not all, of their development will be of relevance to you.
I don't think Bentley Systems waste time developing new tools unless someone — or probably more than someone — requested those tools.

I like your deductive reasoning, but doesn't MicroStation V8 continue to support the V7 file format (and hence IGDS)? If the V8 file format is an irrelevant technological step sideways, then MicroStation hasn't had a single revision since its introduction in 1995

I can only dream of such compatibility on my Autodesk side of the office. I don't know if Autodesk finally got the word, but Civil 3D 2013, 2014 and 2015 are supposed to be able to share files except for those settings that were added on later releases. Since the 2009 versions, every release (2009, 2010, 2011 & 2012) were not backwards compatible. If you open an older version file in a newer version software, all objects were updated to the opening version and were rendered incompatible with the earlier version. Unfortunately, I have too many projects in the pipeline with various versions that are incompatible.

Appears you were right as the next version of AECOsim has been released!! Hope is fading fast that we will see another commercial release of MicroStation this year.
Any update on ETA please, June is coming soon.
