I resolved this. The font is "romans.shx". The variable MS_DWGFONTPATH was pointing to a SHX folder.
It turns out that font was in 2 locations - when I renamed both and used out of box Microstation - it displayed correctly.

Could you specify the font type you are using?
If you are using SHX fonts, could you try setting the following configuration variable to point to the location of your SHX fonts?
Workspace>Configuration>MS_DWGFONTPATH
The MS_DWGFONTPATH is normally undefined.
