I have a 2D sheet model that is referencing a 2D DGN model and a couple DWG files that have elements at elevation 0. I'm having trouble controlling which elements appear on top of other elements, with the main problem being with the DWG elements. I can't use the reference Update Sequence as a solution since I have some elements in the same DGN model that I want to appear above and below the DWG file. If I set the DGN elements a priority, the DWG elements ignore that and show up on top. Ideally, I would like to control all elements through priority (whether on an elemental basis or level basis), but it seems like the DWG elements ignore it. Any thoughts on how to control the display of these mixed elements?

What about making some nested files and change the levels on or off and ref sequence there... as I can see you wont be allowed to edit the dwg you can change whats refed and how many times and whats on and off in nests..

If you are sure that your DWG ref files are truly in 2D, you can try DWG Open Options->Model Space->Create 2D Models for Model Space. Display priority only works for 2D models. Be warned that however, a DWG file is a 3D file in nature. So make sure you unset this option for other files.
From the replies, it doesn't look like I was simply overlooking a simple setting. Just a complication of working with DWGs, but I should be able to use one or both of the suggestions as a work-around on a per project basis.
