i want to import an jepg file in the dwg-drawing.
I tryed in with Grid (Raster) Manager. But it does not work.
Is that even possible?

Exactly what do you mean by it does not work? any error message?
Did you try to attach the raster using the raster manager available in PowerDraft? From Attach Raster Reference you can select Files type, by default as Common Raster Files but you can select Common Geo RefRaster Formats , even all files.
Are you able to select your JEPG image?
As long as you attached a raster file whose file format is supported by AutoCAD you should be able to save your DGN file to DWG with the attainments retained.

You mention Attach raster Grid, but that option is only available in Descartes.
