Just had a read of this blog https://communities.bentley.com/products/microstation/b/microstation_blog/posts/like-v8i-you-ll-love-connect-stay-current-with-dwg-files by @Tom Stogdill .
All reads OK but there are issues with dwg files with CE and have been since update 1.
Why when I copy a model (design or sheet) the copied model (which mostly has the dwg as a ref) has all dwg levels turned on, when in most cases I have set it so that a number are off in the original model. This happens everytime and is easily reproducible.
How have you turned the levels off, by View, Global, or Freeze? If the levels ore turned of by view, it will not have any effect because DWG only has Global, or Freeze.

That's probably the answer as they where most likely done by View.

This might be related to how you have CE configured. Have you tried one of your file using the default CE setup ie Examples.

Not yet. Haven't had chance to try this today.
Just done a test of this using Example>Metrostation and it has exactly the same issues, in that all the .dwg levels where turned on when copying a model. So no it's not my configuration and would have to say that it's quite a major bug/flaw with CE, adn needs to be fixed.
Still no response from @Tom Stogdill .on this.
