Hi Forum,when i export from DGN to DWG, all the levels that i have turned off in various reference files turn them selves on?!?! why? and i cant find a settign that stops this.i'm merging all references in the Default area, and preserving the self ref of the default through to the Sheet View, so as i collate all the info into one file from several as thats what we need currently, a simple email-able drawing for 3rd parties to look at and work on with all the hassle of references.any ideas on a setting which stops all the turned off levels turning on? i can post my 4 tabs of the DWG output settigns box if it helps?
Are you saving a specific view? If not, does doing so change the behavior to what you are looking for?

When you turn off the levels in the files, either the reference files or after they are merged into the masterturn them off using Global Freeze or Global Display ( DWG layers love the freeze option )MicroStation users tend to display levels off in 1 View using 'View Display' AutoCAD won't recognise levels turned off in one view & on in another. It will recognise levels tunred off Globally ( all views ) or Freeze ( all views ).Levels can be Frozen or turned off globally using the Level Display dialog or Level manager dialog.See attached image for the 1st option.

I do have the exact same problem but on sheets I use a reference file in the default , i place my elements on the reference file and then create safed views from there and then just use different levels for different elements, which is great on mss but trying to save as to dwg file for the clients is a uphill battle I've tried all the setting changes ive read on the forum but to no avail. It keeps switching all the levels on on the sheets creating a messy drawing. Can anybody please advise?
Have you tried Phil's suggestion yet? In addition, if you use also level display per view in a sheet model, you may want to try setting Advanced->Use Level Display For Viewport Freeze Only in the same dialog box shown in Phil's post. If none of these works, please post a small set of files so I can have a look.
I have encountered something similar. I don't think is a dwg thing. Its a merge ref thing as this has happen to me merging all files into one DGN. Perhaps something with the same level name in multiple files having differing on/off states is different files.
