The task icon cannot be opened via the function column. Does anyone know what that could be?

I recommend to move it MicroStation forum. BTW Do you know there is also German MicroStation forum?

P.S. Also, it's weird to take a picture of monitor. Are you aware of screen capture functionality in Windows (print screen key or Win + Shift + S in Windows 10)?
