Strange Dimensions

Can someone take a look at this dgn and let me know what you think?

I inherited this dgn. These are just a few of the dimensions, specifically Notes with Dimensions (leaders) out of hundreds. I don't want to redo them all.

There are two sets - those on the left I redid, and they work fine. Those on the right are what I inherited.

Somewhere along the line, playing with dimension and text styles, they changed. The gap between the Note and the Dimension extension became way too big. And it isn't consistent - look at the set along the left side of the right group. The text seems aligned, but the gap varies. Is this because they were aligned by edge at some point in the past?

All of these are not annotation, except those I redid and the two on the top where the gap is something else again. If you set them to be annotative, they get huge. I think because the height is 2.4 in the non-annotation state, and the dgn is at a 40 scale, so turning Annotation to True makes them get huge (2.4*40).

One of the anntation dims on the top has line spacing that is way too big.

Try erasing a note. Shouldn't the leader be going with it? What happens is that a leader is left, but the line weight changes, and the linestyle changes, too. There is one of these in there, a fat, dashed leader all by itself. Is this correct behavior? Looking at the properties of one of these leftovers reveals that the linestyle and weight should both be ByLevel --> 0.

Utilities>Dimension Audit shows them all to be non-associative. I am not sure of the implications of this. They are just notes - they don't have to change with an element - or should they?

Ultimately, I would like to turn them all Annotation, have them be the correct height (2.4), and the correct gap between the text Note and the Dimension extension line (0.12, I think). I would want them to be tied together - the Note goes with the Dimension.

Is there a way to modify the Notes? Not text editing, but attributes like level, color, etc.?

Is there a way to scan a dgn for errors? This may have possibly been a dwg at some point, was created and edited in Microstation/Inroads - would this affect the dimensions?
