Annotation and Text Size - Off By Factor of 12

So I inherit this dgn. I ref'd in another dgn with a lot of text in it, then merged it into the master dgn to get it all into one file. The text was not annotation. I made it so and it went wild, the size was huge. I changed the height/width from 2.4 to 0.06 like it was supposed to be, got it all cleaned up, supposedly. But, everything is still too large by a factor of twelve. My drawing is 40 scale - instead of 2.4 height text, it is all 28.8. if I edit a piece of the text then open the text style using the magnifying glass on the text style dialog that opens up with the text editor it says that the height/width is 0.06. the MU/SU of each was USF/Custom (1000=12 US Survey Inch) (don't ask me why, I didn't set it, all of our dgn's are set this way) and I had set both to USF/USI (the custom was some weird thing is there a way to fix this or do I start over?

    Can you specify the version of MicroStation you are using?
    Are there any messages listed in the Message Centre when this occurs?

  • The Annotation Scale, Scale factor (multiplier) is derived from an external file called Scales.def. It is typically delivered from Bentley and found under the ".....\MicroStation\Workspace\System\data" but it can also be pointed to by using a variable "MS_CUSTOMSCALESDEF". See if this is set to a specific location or filename first.
    The normal setting for i.e. one eighth inch equals one foot is 96:1 (96 eights of an inch equals one foot). I have seen the file setup where it states 8:1 which I would consider wrong, but it depends on the way one thinks. Check the Scales.def file It is an ASCII (.txt) file that you can open with Notepad and see the factor/ratio/multiplier.
