I have a title block cell that has tags associated with it. I would like to put our north arrow, construction stamp, etc (also cells currently) into the title block cell so I dont have to put them in each individually everytime I set up a drawing. When I insert the new cell which contains all of the above and I go to drop it so I can take the stamps off I dont need, the tags in the title block also drop. Is there a way around this so I can bring everything associated with my title block in at the same time and at the same scale with out losing my tags in the title block? Thank you.

When you drop a tagged element, the tags lose their dependent host. MicroStation removes the orphan tags.
You need an alternative approach that retains the title block cell while enabling you to remove optional content. Reference attachments spring to mind: keep the title block as a tagged cell; attach, or don't attach, other content as references.

Since you mentioned scales I am assuming you need the border scaled up to fit around the content, in which case Jon's approach of reference attachments is likely what you would be after.
In the same vein, you could also place the different cells into one attachment, reference the file into your border and then merge the file into the drawing once it is located correctly, which should keep the cells (and tagsets) intact.
As an alternative method, we have created a Sheet seed file which contains the Border, Title Block cell and north arrow, and this works very well when the sheets are at a scale of 1:1 and in the same location (e.g. 0,0).

I think the easiest thing for you would be to create a Title block DGN file that would have the Title block place directly in it. Place your tags in that file for your Title block info, you can have your north arrow, notes etc. all in that file as well. Then reference that file into your Sheet model in all of your other files. When referencing I would bring your Title block in at 1:1 then scale your design file when referenced to fit your Sheet. If you want you can always merge your files together to make on file.
