Am I simply out of luck? Or is there some possible way I can get this to work? I'm very new to this forum (just joined 15 minutes ago), does anyone know if it's possible for me to get a free update to a version that I can use on this machine?

well if this was the case, then the road would have to change quite a bit - your assumption is that the road is still the same (flat paved surface). Repaving the road would only mean it had been updated, not a new road. Phils' fits a bit better for comparisons.

as said before if you have windows 95 instal disks then instal on old pc and instal mst 95 on that you may even be able to cannibalize more ram from junk shop pcs or fellow hoarders garages....

Thank you everyone for your input, it's truly appreciated. What I've learned from all the responses is that it's time for me to cut the cord and get rid of my Win7 laptop altogether. I've been migrating to Apple/Mac for the last year anyhow and if it's going to involve (at a bare minimum) procuring Win95 and partitioning my laptop hard drive just to limp along with a program that I use a handful of times per year, I'm not interested. If I had been in this situation 15 years ago, the story would be different. I really enjoyed messing with computers and such back then, but now, who has the time? I don't. I was hoping there was an easy way to make it work but there clearly is not. Thanks again, but as I said I'm moving on. So long free copy of MicroStation95, you've served me well...Time to get acquainted with this free copy of AutoCAD that I snagged for the Mac.
If the company you work for has a Select agreement with Bentley, you should look into the home use program.
Yes Tim, that's how I was able to get the copy that I have right now. I was taking a different job within the company, completely unrelated to drafting or design, and they came through with the free home use copies about a week before I moved to my new position. I was lucky enough to be able to keep the copy but I no longer work for that company.

MSJ 7 runs without issues on my win7 64-bit(BTW opens instantly not slow as v8i) . Would be happy to try MS95 and MS4.0 but have lost installation disks long ago.
