It seems as though several of us in the office have been experiencing an odd issue where we will be working in a file and move a small text element (it could be almost any type of element) and right after it gets moved, the element will disappear. If you change the zoom level, it will reappear, but you won't be able to select it or manipulate it until you exit the design file and get back into it. Any ideas?

I have a question about the build you use. The last officialy released version of MicroStation is 08.11.09.459. The build 08.11.09.578 you mentioned was not released as an official build, but only as a prerequisite for a chosen applications (Descartes and civil products). Does it mean you use MicroStation with such application?
My another question is about your graphic card and driver. What card do you use and did you upgrade the driver recently?

just a shot in the dark try going to user preferences and turn off antialiasing for both tick boxes , restart and see if the same element same file give you same behaviour...
I used to get this with zoom in out object disappear and reappear... turned of antialiasing and doesn't happen any more with my graphics card...
might work got nothing to loose...especially if you don't use that feature... you can always put it back they way it was if no effect...
