Hi,
I have a large point cloud area, but I only require a small section. The file is currently too large to work with.
Can I crop the desired area and create either a new *pod or DGN file?
Also, what is the best method of creating a surface/mesh?
The area is a railway line with an over bridge & general railway infrastructure e.g. gantries, signals, etc.

If you need to create a DTM for Civil use, You can use InRoads or GEOPAK to make a surface directly from the cloud. http://youtu.be/vVLDWyc7n_Q
If you are looking to create a surface using random points and breaklines, you can use Bentley Descartes tools to assist with modeling from the point cloud. (This method would create the smallest file size for your surface)
