Embedding a PDF/TIF/Metafile in A DGN

It's been awhile since I've used Microstation I thought at one time you could "embed" a PDF/TIF/Metafile In a DGN

So when you send it to a client you only had to send that one file

I can't seem to get it to do that now (or I'm not doing it correctly)

The resulting "embedded image" is blurry and only part of it is showing up

and when it's sent the "emb image" dissapears

    Have you considered using Packager to send files?
    Taken from Help:
    Used to replicate (or package up) an environment from a user on one computer for the benefit of another user on another computer — potentially from another company. In operation, the Packager gathers all files related to a particular master design file. These file are then analyzed and the Packager reproduces the same file system structure as the source, based on the category of the files.
