Hi,

I agree with Pascal i-model is something you should investigate. It's not quite clear what is your target and what conditions and requirements exist, but you can embed references (rasters has to be resampled) and also external files like documents into i-model and also make further transformations, so at the end you have one file only which can be sent.

Great feature of i-model is if you open it in MicroStation or any other MicroStation engine based product (Bentley View, Bentley Navigator etc.), from a user perspective it seems the whole active file + references structure is still there.

Raster files attached in Raster Manager (PDF, TIFF, etc.) cannot be embedded in the DGN files. However, they can be embedded in I-models. Maybe that's what you remember seeing?

could you state the version of Microstation (08.XX.XXX.XXX) you are using?

Have you considered using Packager to send files?
Taken from Help:
Used to replicate (or package up) an environment from a user on one computer for the benefit of another user on another computer — potentially from another company. In operation, the Packager gathers all files related to a particular master design file. These file are then analyzed and the Packager reproduces the same file system structure as the source, based on the category of the files.
