I would like some ideas on how to create a linestyle containing two lines in the color red, with fill in the color blue. This will be used in a mapping environment to create the roads. I do have it in ArcGIS but unable to create in MicroStation. Any suggestions?

George is on the right track here I believe. The only thing I would change is not using a point element for the fill. Instead I would create another stroke pattern and apply a width to it . See screenshot for this option. This will produce a wide line that can be placed between the 2 border lines. The great part is that it will be smooth around arcs.
