How to insert title block in Microstation on a map?

I have been using Mircostation for only a week and am having issues with inserting a title block. I am mostly familiar with Auto CAD. I keep seeing information about using cells or using references and I just want to make sure I am using simplest way possible for a beginner. If you can give step by step instructions that would be awesome!

    More general approach how to make your migration from AutoCAD to MicroStation knowledge smoother is to take DWG file you know, open it in MicroStation and to check how it looks like and what elements are used. MicroStation "convert" DWG world to MicroStation objects which are the closest in terms of their features. In my opinion it will often (but probably not always) show you how a particular situation can be solved using MicroStation tools.

    In the specific case you are asking about, you will see that DWG blocks with attributes are presented as cells with tags. So in the next step you can narrow your search and learning to cells and tags.
