I have an annotated cell, with a nested annotated cell inside it..(left, below).
When it is placed in a drawing file, with annotation set on, the nested cell does not scale. (Below right)
Any ideas?

Thank you for the attached Cell Library and the version of MicroStation V8i you are currently using. After attaching this cell library in MicroStation I can see a list of cells contained within this library.
Which of these would be the nested annotated cell that you are having an issue with?
Maybe you could also supply an example design file or screen capture that shows which cell is being used along with what this looks like when it has been placed in the design file.

Thanks for the details as to one of the Annotation Cells that have been nested. I have placed the cell TRANSCO-COND in a new design model with an Annotation Scale defined as 1:50. As you have explained the initial annotation cell elements are scaled correctly. The nested annotation cell placed within this cell, from what I can see, is scaling down even further at 1:50 scale again.
Bentley would not recommend nesting cells like this as there may be unintended consequences. Looking up a number of Defect Reports raised by other users they are advising this operation is Working As Designed (WAD). As the nested cell is also an Annotation Cell within another Annotation Cell it uses the design models annotation scale setting to further scale itself.
To remedy this situation it would be recommended to drop the annotation cell contained within this main cell back to its individual elements. As you can see in the above image when I have performed this and placed the annotation cell again it is scaling all parts of the cell at the expected values.

Moral of the story .. since v5 for dos ( you know before we had MS windows) and still is the case today
Avoid making Nested cells ie cells inside cells they are prone to misbehave and drive you nuts!
