The rotate tool currently has 3 possible methods: 2 Points, 3 Points, Active Angle.
There really needs to be a 3rd option called Cardinal or Cardinal Angle:
This would allow you to apply an absolute angle to any element relative to north. So for example if I have a bunch or text I need to un-rotate ( which is a common and very old problem) I can choose Cardinal, set the to 0 and choose About element center and accept the section set or specific the target element and I am done.
In fact you could have a 4th option that does Cardinal View. This option would look at your view rotation and treat the top as north when applying to absolute angles to elements.
Curious what other think... Yeah I know there are workflows and way to do this... it just seems silly that in 2015 we don;t have a tool that will just do it for you.

Yes and no:Yes, the rotation tool should be enhanced, but not in the way you mentioned.
The angle readout is driven by Design File > Angle Readout settings for the all tools, so in my opinion it's not good idea to add specific setting which in fact duplicates what exists already. If you prefer to define angle not from X-axis, it should be changed in Design File Settings.
A nice enhancement could be to be able to set if the rotation should be relative (as is now) or absolute.

Can be solved quite easily from MicroStation V8 XM Edition when a new Element information dialog was introduced. Just choose all texts (or cells etc.) and change Angle setting in Element Information dialog and all elements will be rotated to the same absolute angle.
An inconvenience is two different tools (element rotate and element information dialog) have to be used for the same activity (to rotate an element) depending if the rotation is defined using absolute or relative angle.
