I am looking for a little help regarding Navigation and Task Tools. We had a major server crash and had to find ways to get microstation running until everything was fixed. I had to change mslocal.cfg because IT moved all of the files to a new server but, for some reason, didn't keep the same name. So with changing mslocal some users lost the Navigation and Task Tools. The image shows what I get when I tried to "Show Main Task Tools". I get "Main" but there is nothing in it. And even though I chosen "Task" nothing happens. I can get Tasks if I change the user and interface to untitled though.

I guess there can be a problem with a user workspace setting. This my assumption is based on a fact the user name is used as the name of preferences files (.upf and others) and is also displayed in Preferences title. For example if untitled user is used, it's displayed as untitled in the title.
From your screen capture it seems there is something strange displayed, because [ . ] doesn't seem to be correct name.
You can create msdebug.txt file using a proper workspace (so use full specification ustation.exe -debug=5 -wp<project name> -wu<user name>) and check how variables are defined and if they points to existing files and folders.

As Jan mentioned, a debug file would be useful for you to check the configuration setup for a user. The following article, How to Quickly Generate a Debug File, describes how to do this.
Also, what version number of MicroStation is being used? This can be found by opening any file and going to the menu Help > About MicroStation
