I have loaded a dwg file that was probably created with Inventor, into my MicroStation v8i. When I add a note to the dwg file my physical memory usage rockets up and has caused my pc to freeze.

MicroStation V8i is a 32-bit application and can normally use a maximum, imposed by the operating system, of 2GByte of memory.  Something else must be using additional memory.  That's not to say it's unrelated.  If you use the Windows Task Manager, can you see any memory-hogging processes that might be responsible?

This is not quite true. Event though MicroStation is 32bit application, it can under some conditions uses more memory. Without more information about specific how environment is configured, it's possible MicroStation consumes mentioned 6 GB.

The best place to check how much memory and for what purposes MicroStation uses is About MicroStation dialog (menu Help > About...). There is Memory statistics part with more information.

As I stated in the phone conversation I was unsure whether a DWG format file that originated from Inventor would be the issue. Supplying the file would be helpful in trying to replicate what you are seeing happening to your system and MicroStation. It may be related to corruption in the file or as stated by Jan Slegr, Proxy Elements that require Object Enablers installed.
