All Windows 8 users will be informed about the ability to upgrade to Windows 10. But as Jon mentioned, it doesn't mean you have to upgrade. On the other hand as the upgrade will be for free for a limited time, it looks wise to think about it.

Windows 10 will be released July 29th, so there is still time to investigate if and when to upgrade. And even when the official version of Windows 10 will be available, the upgrade will be not automatic and not mandatory.

If you talk about MicroStation, what version / build do you mean? The current latest V8i or CONNECT Edition that will be released this year? I agree with Andrew we can be pretty sure CONNECT Edition will be certified for Windows 10, but V8i and older versions are different case.

Despite of V8i will be or not certified for Windows 10 (which is pretty complex process), I assume no problems with using the current V8i with Windows 10. It's certified for Windows 8 already and Microsoft tries to do Windows 10 as much compatible as possible to streamline the migration process and to move as many users as possible to the new version.
