Acute3d Surface -> OBJ -> MicroStation Solid inconsistent results

I hope this question makes sense because I've been stuck on this for a while now.  I used Acute3d to create an OBJ file that I imported into MicroStation.  Inexplicably, sometimes it appears as a surface and sometimes it appears as a wireframe, and this is for the exact same set of images input into Acute3d on different occasions.  In both cases, though, it's a Type 2 complex cell.  When it is a filled-in surface, I have no issues, so if someone can explain why this happens (maybe I unknowingly did something different in Acute3d), that would solve everything.  If not, please read on...

When it appears as a wireframe, many of MicroStation's tools don't work.  Just about all I can do is get a surface area, which is somewhat promising because that means I have a surface, but that's not what I need.  What I would like to do is get from this Type 2 wireframe to a solid.  With the filled-in surface, I first convert to a Type 105 mesh element, but Mesh from Element doesn't recognize this wireframe as a valid element and Mesh from Points crashes MS, from which I can get a solid.
