Copying Files in from a different file

Question

I'm copying information in from a different Micro-Station file. All the elements automatically come in at the level DEFAULT, even though that was not their original level.

This depends on how you are copying the elements in from the different file. 
 
I would recommend referencing the file that you want to copy elements from and then copying the elements into the file.

Hello, 
In order to place your information to a specific level, you could try setting your level by using: 
 
Key-in: LV=<level name> 
 
or alternatively, by selecting the elements, then copy and change the level before placement. 
No key-in needed, just select the level from the Level Manager. Then place your elements.

Instead of copy the elements from reference attachement, I would use merge reference instead of copy elements this is much quicker and guaranteed to get all the elements and their respective levels and symbology in tact it also it detaches the reference automatically ...

In the file you are attempting to copy into. Can you create a new level ?

 What do you mean the level was not available? 
 The ref file isnt a DWG by any chance is it? 
 Can you upload both files for use to try ... 
 If data is sensitive .. fence file out a portion only .. of each file ... 
 Then test these before uploading just incase .. 
 try an other test for me 
 open the file that will hold the final data ... go to level manger and import levels for file choose the ref file to import from 
 Then ref attach the file make sure in the attach dialog your not inadvertantly telling it to come in on a level like default..see picture should be blank like mine then merge the ref levels should now be part of your file and should stay as levels used if not then you dont have permission to create levels..

Since you can create new levels, I assume no specific Workmode Capabilities have been set in your environment 
(as found in your MicroStation installation folder: ...\config\system\capability.lst): 
CAPABILITY_LEVELS_CREATE 280 /* Allow the creation/delete of levels */ 
CAPABILITY_LEVELS_ALLOW_CREATE 282 /* Allow user to create a level - if CAPABILITY_LEVELS_CREATE is enabled */ 
 
Do you have full access to your MicroStation temp files (MS_TMP)? It would not do any harm to exit MicroStation and delete the full contents of the folder that is specified in MS_TMP. 
 
Are you possibly working with DWG or V7 files, do you have the problem also in V8 DGN files created from scratch? 
 
Do you see this behavior with any file you use, or with just one? 
If just in one file, you could check the validity of the level table: 
 communities.bentley.com/.../8913.duplicate-level-tables 
 
Would you be able to provide some sample files, so that we can try and replicate, together with a msdebug.txt of your environment ( communities.bentley.com/.../14509.msdebug-file-microstation-v8jse )? 
 
As a further suggestion: 
Could it be that your level table is not properly synchronized: 
-Open Level Manager 
(Collapse the Level Hierarchy, so that all levels are shown 
-Right mouse click in pane with the level names and choose: Select All 
-Right mouse click in that pane again and choose: with the level names and choose: Update Levels 
-Try copy the levels from the other file again.
