Constraining 2 cylinders to be concentric prevents applying a constrain for distance apart.
I want the axis constrained but need to apply variable to distance apart. Is this possible?
This should be possible assuming I am interpreting your query correctly. please see attached video.

That is what I was trying too do but I wasn't working. The spacing would not modify to the variable and give me a message to that effect. It appeared to be over constraint. Ended applying the 2D concentric constraint and that did work.

Which tool are using to create the constraint? Using your file I used the Dimensional 3D Constraint tool and selected the faces of the cone and the cylinder without an issue, I did get the error if the edges were selected.
Yes that is the problem. Selecting in top view you can't tell what you have. I assumed it was faces as it accepted but I guess its grabbing edges. To get both faces seems to take a bit of view manipulation because you can not grab both faces from the same angle. Seems a lot of these constrains are very finicky about how and where you pick them. This is not very apparent or very well documented. I'm spending considerable time using a trial and error approach as there is no alternative. If edges are not valid why are we allowed to pick them?
