what I have achieve so far. Just need to shorten the extension line, instead of showing the entire lenght, can it have a fixed length?

I believe what you are talking about here is the Extension Lines option in a Dimension Style. Here you have the ability to define a distance for the Offset and the Extension line.

Sorry, misinterpreted what you were explaining. This particular "extension" line can be defined using the Fit Options value for the Minimum Leader.

I haven't explained it very well. apologize for that. Here is an image of "running dimensions" that I am trying to do (circled in red):
It only has one terminator, the arrow at a fixed length.
All dimensions will be dimensioned from grid line, but the dimension only appears at one end, with a short arrow tail.
The Text/Terminator tab in fit options allows me to have the arrows outside the dimensioned distance, but not shortening the dimension line ;(
I have looked up all the post in microstation, doesn't seem like it can achieve it. This precedent is from my builder which they uses AutoCAD : (

It is still quite confusing what values these dimensions are grabbing. Where do the "running dimensions" come from? Maybe you could provide an example design file. If this is being performed in AutoCAD how are they achieving this? Which tools are being used?
Could the use of the Linear Single option in the Linear Dimension tool possibly be what you are looking for? The below image is close to what you may be requesting but may just need a little tweaking.
