For some reason when I go to place a cell my Active angle is getting set to 45 and my Active scale to 100 and its not file specific.
File Settings
Tools settings displays properly. However cell dynamics show differently
I then toggle the increase angle arrow. This should result in 90 but it goes to 135
I then clicked on the scale ratio lock and the scales switch from 1 to 100.
It does not appear to be library dependent. It may be file dependent as I'm seeing this in one specific project.
Here as a cleaned file which exhibits the issue.

If you look at the File > Properties you will see that the active scale is set to 100 and the Active angle to 45 degrees.
The following keyins can be used to reset these and once done they Place Cell tool will be reset.

as=1
Don't forget to do a Save Settings, you may also want to review the seed file used to create this file and adjust if required.

BADAngle.zipThis appeared to have worked for me, I did a file Save Settings and File Save. I attach the file for reference.
For me all appears to be fine, I have placed as a cell and shared cell using no predefined Workspace/Workset. - ( May be your using a slightly different workflow? )
Anyone else able to reproduce?
This is still occurring. I deleted my .upf but the issue persists.
In the image the tools setting does not show how the arrow is actual placed. When a cell is picked the Active angle always goes to 45, th scale to 100, and place as Shared Cell is toggled on.
I thought this might be file related but after further experimentation it appears to be related to the Workspace.
