MICROSTATION-ROTATE FIGURE

I am using Microstation V8i SS2.

I had a figure with 11 reference files and some linework drafted in the view of the figure.  I was asked to rotate the view approximately 49 degrees ccw.  My workflow was this: create a reference file for all linework that was not already referenced in a temp file, then open the original figure file, referenced temp file, then select all references in reference manager, selected rotate, typed-in angle and used the key-in xy=0,0, lastly moved my title block, removed all unnecessary linework replaced with temp file, and document rotation angle and 0,0 base point.  Does the above work flow sound like the best way to rotate a figure or is there a better way to accomplish rotation of the contents of an entire figure?  Previously I tried to just rotate the title block in order to maintain a coordinate correct figures, but the print dialog would not rotate the figure, even though I had a fence as a shape around the skewed figure and printed with fence, not view...
