I have come across this before but the project was too far along to make changes to the base file.
I have a few files that have "Model (Animation)" on a level that is not part of our DOT's level library. I tried to delete the level but you know it says
"Level is used. Use command "level usage..........." which doesn't do much and when I "level purge" microstation picks the wrong level. I'm trying to delete lvl '15' but it purges level '15 Main' which is a good level AND all it does is move "Model (Animation)" to the default level.
Is there no way to get rid of that "model"?

With regards to your level 15 Main I suggest you temporarily rename it 15_Main so its not confusing level commands, next go to help and read all about levels there are a lot of useful keyin commands that can help...BTW by default msnt wont let you delete the active level unless you change some settings in the >workspace>preferences...
Did you the the usage command to determine what is being used by level 15 model (Animation) , you said it doesnt do much , did you open the message center and view the results or the command, it will let you know alot ?
Try compress design with all the options turned on...
Do you have more than one model in this file? If so switch to that model and try to remove the level from there..
If you still having trouble... then post cp[y here for us to look at... if its confidential just select all and delete all the elements.... levels will still be there...

run mstn from desktop icon
bottom right hand corner
make note of user name, workspace and interface
now
choose new user , new workspace
now the dgn lib will not be pointed to from previous workspace
now open your problem file
now do what I said before
after changes made save file
exit mstn and now open mstn with the original default settings you made note of ie use, interface, workspace
now msnt will point to all dgnlibs as before ....
If you still cant do it copy your file to another pc that is not on network and has msnt installed , like a laptop and install 28 day trial version.. then do all your changes etc...
