In the new notes dialog now we don't have:

Leader type (Line/Curve)
In-Line Leader
Text Frame

SS3:

CE:

Is there any way to achived this now in CE?

Hi,

you can find it in Dimension Style, under the tab TEXT, as shown in this screenshot:
