I have come across a bunch of files (not sure how old they are) that have "text" elements but there is NO TEXT there.
Is there a way to find all of the empty text elements so they can be deleted?

Depending on your version of MicroStation, you will find Delete Empty Text Elements as one of the Compress Options.

In addition to Jon's suggestion, these may be Data Fields which are not displayed in the opened view.
Try going to Settings > View Attributes and turn on the Data Field Option to display them
If they are Data Fields try using the ' Auto Fill In Enter Data Fields ' tool to locate and replace. Having selected the tool doing a data point in the view and entering say a 'Z' or other unique char to fill the field will then move onto the next empty filed where again a 'Z' can be entered and so on. Once filled in you can then find the 'Z's in the file and delete them for example by using the Edit > Find Replace Text tool.
Obviously if they are Data Fields these were placed for a specific purpose so why delete them, may be you inherited the files and/or its failing some QA audit, if not just leave them turned off in the view.

So did compress option remove them?
You know we could be more helpful if you you could fence file clip as a dgn and upload the example shown by you instead of a picture a clip of a real file is easier to analyze.
