Dont know if it makes any difference but are you using the Bspline tools to manipulate it?
ok can you fence file out and post the offending objects and then detail what you want to do to the objects and we can try and duplicate here
if we can do it then its a setting at your end if not, then its a procedure that needs to be done .. hard to work out with out a real dgn to play with...

Was this issue ever resolved? I am having the same issue with a civil element in open roads and it is is comprised of a BSPLINE curve.

Settings > Locks > Level
It seems, at least in Microstation, when this is toggled on you can only manipulate elements your currently active level. Toggling it off should allow freedom to work with all levels, assuming it isn't also locked in the level manager.
