There is a defect on Priority. When the element's priority is not defined, it would be in zero. However, when you click for more options, Microstation CE will select -500 first. If you have already defined the element's priority value as zero, it is fine.
Please help file this defect if it is not reported.

It seems to be element specific, since you can change one of the elements to "0" Priority, and it will display normally, but the others default to -500. I don't see any problem in Ss3, only in CE. Did the elements come from a source that had a priority setting? If I take the file to Ss3 and perform a verify and repair then open it in CE the issue is fixed. I can also select the elements and set a "0" priority and the elements will go back to the normal default display (displaying 0 instead of the -500 setting).

"the element's priority is not defined" - means the elements which are created by a version that is older than V8i, e.g. V8 2004.
Example files from V8 2004 and opened by Microstation CE would have problem. I am not sure if it would affect the element display order, this requires a further study.....
