so is there any stettings to download or to do before exporting dgn files to autocad?

When you do either a Save As or Export from DGN to DWG there is an Options Dialog Box. Inside that box is various settings for Version, Working Units, etc. Select DWG as Save As Type and the Options box will be available. Hope this helps!

In general, no. Just save your file using File > Save as or File > Export > DGN, DWG, DXF menus and check the result. Default configuration how DGN is converted into DWG is fine in many cases. And if you will find any issue, check Save as Options described by Todd.
Be aware there is no 1:1 conversion between DGN and DWG possible, so how smooth the conversion will be depends pretty much of the design file content and setting.

Is there un way to transform a DGN with metaview (windows) and layout and have it in DWG and keep the same structure (X-Ref , layout etc.) ? Thanks to help me.
Reference files (Xrefs) can be retained as attachments or merged (bound).
Sheet Models (layouts) will be included automatically in the translated file.
MicroStation view windows will not be carried over because AutoCAD doesn't have view windows.
AutoCAD does not allow any drawing to have more than one design model (model space). If your drawing has more than one design model, the Options for export give you several choices for what to do with the extras. None of those may be what you really want, but that's a limitation of AutoCAD.
