I am using Microstation v8i SS2.
I have a dgn file with cell graphics placed in the file, looks like a large number of small circles denoting field wells. Is there a way I can export the cell graphics into a csv file or similar to get northing-easting or lat-long coordinates from the cell graphics?

Do you mean you want to export each cell origin as XY coordinates to a file?
You could write a VBA macro to accomplish that.
Alternatively, use FlexiTable™ to harvest DGN data. FlexiTable can save data as CSV, XML or Excel.

As Jeff mentioned.
If you can isolate the Field Wells by Selection or turning levels on/off, you can use the XYZ Text tool, Export Coordinates (Tools > Toolboxes > XYZ Text) to an ascii file (.txt or csv) If your file has a Geographic Projection assigned you can get the Long/Lat/Elevation using the ACS Plane lock.
