When I place a dimension or leader the arrowhead(s) will show until I accept the placement THEN the arrowhead(s) disappear. I thought that maybe the arrowheads might just be very small but when I dropped the dimension and select elements only the lines were found. The arrowhead is a cell. I changed it to a different cell, something weird just to see if it would work and it did work. I placed the cell into the drawing with no problem too. I even copied a dimension from another drawing, imported the dim style but nothing seems to work.
Does anybody have an idea on why this is happening,

I don't think there is a real issue with your file, it is just that some settings need to be corrected.
In your active dimension settings, you have selected an Open Arrowhead, but also you have specified to use the Symbol/Cell: AHT to be used as the arrowhead (was that intended, or did you want an open arrowhead in the end?).
Upon placement of the -associated- dimension, that cell is placed in your dgn file as a shared cell:
My guess is that something went wrong upon placing the dimension/cell in the dgn file:When a cell from a library is placed in another file, MicroStation first compares the master units of both files to determine a scaling factor (just like with reference files being attached). For that comparison it uses the unit definitions that are specified in the file: Units.def in the folder: ..\Workspace\System\Data\, folder location in CONNECT Edition is: ...\MicroStation\Default\Data (specified in MS_CUSTOMUNITDEF).
In your case, the master units in the file: dimensionprob.dgn had the label: FT, in the cell library, that label was specified as: 'Since MicroStation did find the label: FT, but did not find the label: ' , it could not find determine a proper conversion scale and placed a definition of the cell in your dgn file.
To resolve, you will first have to correct the master unit label definition in your cell library and set the label for the cell/model: AHT to: FT as well (File>Save Settings to keep the changes).
Once you have done that, the easiest way to replace the already existing AHT shared cell definition in your dgn file is to:1 - specify a different Symbol/Cell name in your active Dimension settings2 - select the command: Change dimension3 - identify and accept the dimension that does not show the arrowhead4 - open your attached cell library (Element>Cells)5 - make sure the option: Use Shared Cells has a Check mark6 - verify that the cell: AHT displays as: Shrd in the column: Where7 - select that -Shrd- cell: AHT8 - click the delete button in the cell library dialog and accept to delete that cell9 - specify the Symbol/Cell name: AHT, in your active Dimension settings10 - repeat steps 2 and 3Instead of setting parameters/attributes for your dimensions over and over again, I recommend to define and save a dimension style for your dimensions.Those styles you can maintain in a dgnlib and use/import in your other files.
