This applies to Microstation J and V8 and potentially all.
The problem is that when you click on a window hidden by one on top of it, it never pops to the front.
The fix:
Uninstall patch “KB3145739” and restart.

George, Yeah is just its the only post this guy has ever posted and it was unsolicted. In all likelihood it is legitimate, but thats also how socially engineered links work. By getting people to click on things that appearing legitimate.
This appears to be a legitimate issue. I had a user call with this exact problem this morning (MSJ). A co-worker experienced the same issue with 2 windows in Excel. This makes me wonder what other issues might arise.
