What is the purpose of 3d sheets?
How should they be used?
You can rotate your 3d model inside the sheet
You can dimension them but those dimensions may not be correct unless the model is rotated flat to the display.
You should be able to rotate a referenced model any direction and get the correct dimensions.
You should be able to change the view setting per attached reference file. Hidden line illustration etc. with out having to save views 1st.

I believe the point is to create PDF sheets with 3d model inside a 2d sheet pdf to create a nice presentation to clients. Bentley use a powerpoint to show that.
In sheet you need to have references with "Plot as 3D (PDF)" for this to work:
Note: this option doesn't appear when you are in 2d sheets.

I think the idea is not measuring, but as we can compile 2d information with 3d models at least we can make a PDF sheet with plans and sections with real dimensions and a nice 3d model inside it.

That issue has been formulated as an improvement in the Ideas section here.
I'd suggest you go vote the idea up in case you haven't already.
It's already the second most popular request (second only after snapping to referenced vector PDF).
