Is there any way to change view Z scale?
For example I have terrain model and height differences (Z) are much smaller than surface range (X and Y) so height differences are poorly visible. Is there any way to change display of Z scale for example 10 times so Z dimensions would be displayed 10 times bigger than they actually are? Something like "scale tool", but I don't want to really change Z size, only how it is displayed.

Unfortunately that answers a different question.
The question here is, "How can I display Z values using an exaggerated scale?" That is, a display scale where X=1, Y=1 and Z=1000 (for example).
The link you mention refers to GIS functionality, where small objects are dropped from a view to reduce clutter. 'small' is zoom-dependent.

Try the following:
Attach the terrain model as a reference. Enable the reference setting Treat Attachment as Element for Manipulation. Use the Scale tool in 3 Points mode to scale the reference vertically by the desired amount.
