Oh for the good old days when bug fixes were released regularly without platform changes .... sorry rant over back to topic..
There may be a way to fool microstation.... it is extreme and I have not tried it, how about you rename rename original iexplorer.exe to MS_iexplorer.exe and rename chrome.exe to iexplorer.exe.
You'll also need to change your shortcut icons to suit the changes .... I recall doing something similar a long time ago to stop a particular virus finding iexplorer and corrupting it... crude but effective..again I say it it was a long time ago long before windows 7 or higher...

I realize now that there is a way to complete the task of changing the default browser to follow links. You are still unable to choose the browser that opens up the Bentley Institute from the Help menu. If you are using post-v8i MicroStation, then here is what I recommend: In your File Explorer, go to Control Panel>Programs>Default Programs>Set Default Programs and set Chrome as your default browser. Boom. Links (which are attached to elements) can now be opened via Google Chrome. The little icon which attaches itself to the linked element will even change to a chrome ball. I wish I had relayed this information sooner, however I myself did not know that MicroStation used the default program set by Windows to open the browser. Learn something new everyday. If this does not fix your problem, let me know.
