Did MS_REF_MASTERFILELAST_DESIGN change between CE and v8i or does the help menu have a typo?

There is a typo in V8i- version Help-file (fixed defect #172206 against CONNECT Edition), the default seems to be 0 for both versions and description for both in the Configuration variable dialog is "If 1, references are drawn first, then the master design model":

Currently using Microstation CE Update 12 in Windows 10.
I tried both MS_REF_MASTERFILELAST_DESIGN = 0 and MS_REF_MASTERFILELAST_DESIGN=1 and both configuration doesn't seem to be working. It doesn't update the sequence order. I tried restarting Microstation, restarted my PC. No change.
I can update the sequence order manually via Reference>Update sequence setting, but it would be very useful if the configuration actually works so i dont have to ask my staff to manually update the sequence order in every file.
All i want is to have the active design file to the bottom of the list in 'Update sequence' list.
Any one knows if it even works in CE?
Tested MS_REF_MASTERFILELAST_DESIGN=1 in MicroStation CE Update 14 and the var is working.
May be version specific , but can you test the var with a clean set of files as per the var Description in your image mentions " This configuration variable is used at the time of creating a new model " perhaps you are working with existing files and expecting these to change.

I've had a defect #1051571 reported against the conf. variable not working going back to U12. I've yet to be notified that it is corrected could you check on this?
Thanks for mentioning this this defect, we have found a couple of workflows where the sequence did not follow the MS_REF_MASTERFILELAST_DESIGN=1 variable, these have been added to defect #1051571 for further development review.
