Microstation SS3 installer trying to download more files

Question

Greetings! 
 I am a CADD manager trying to install Microstation SS3 using an Administrator account without internet access. To install previous versions of SS3, I could run a single executable file with no internet access and that file contained everything needed to install SS3. Lately, however, I've been getting 'download failed' errors for VBA components and the Visualization content (screenshots below). Either the installation file no longer contains everything and is trying to go to the internet to download the rest or there's something else wrong. Has anyone else had this issue? Any known fixes?

Hi Jim, 
 Before we used to have MicroStation executable plus the prerequisites for Bentley Desktop application as a separated installation while now the prerequisites are installed directly while installing MicroStation.

but You still can download the prerequisites separated so this way no internet connection is needed.

Hi Jim : 
 Could be internet connection issues trying to download additional components. 
 VBA components are available in the "Pre-requisites Pack for Bentley Desktop Applications" which can be downloaded/installed before installing MicroStation. Similarly "Bentley Visualization Content" can also be downloaded/installed before installing MicroStation.
