Sorry to say but I was under the impression Update 2 was going to be faster. Sadly its not.
I still have to remove the DGNWS files and the recent files to gain speed. This is with simple 2d files.
I have looked at the list of enhancements provided in this forum and none mention anything to do with this issue. I now have a long standing client that has stated they will NOT upgrade to CE, due to the speed, plus they will not sign up for Select on their next renewal date.

Could you please provide some more details…
• Was a defect being logged earlier for this issue. If Yes please provide the Defect number so we can check the status.• Does it happen to all files or a certain file. • Are the files on local hard disk or network.• Is it a custom workspace?. Can you please try with standard installation.• Once the file is loaded, does it take longer time to switch to another DGN.• How do you measure the speed. Are you comparing with other versions or any specific tool. We could use Microsoft DebugDiag and generate some logs/dump file to troubleshoot further.
Any additional information to troubleshoot this issue will help.
